A new trilateral effort is taking shape around the Type 212CD submarine as three NATO nations prepare to deepen their undersea cooperation amid growing security concerns in the Arctic and North Atlantic.
Representatives of the three countries met TKMS, Kongsberg and Multiconsult in Kiel for four days at the end of July.
The meeting focused on future program phases, multilateral working structures and preparations for negotiations intended to formalize the expanded partnership.
Trilateral planning begins in Kiel
The event marked the first joint planning meeting involving all three nations under the 212CD program.
Participants discussed how their navies, defense procurement organizations and industries could work together as the initiative moves into its next phase.
“The selection of TKMS as Preferred Supplier for the Canadian Patrol Submarine Project is a significant milestone,” said Thomas Keupp, Chief Sales Officer of TKMS.
“With the first trilateral planning event, we are jointly laying the foundation for a trusting and cooperative partnership with Germany, Norway and Canada,” he added.
Negotiations will run alongside further planning over the coming weeks. If formalized, the arrangement would expand a program originally established as a bilateral submarine partnership into a broader NATO framework.
The cooperation is expected to generate operational and industrial benefits throughout the submarines’ service lives.
These could include shared training, maintenance, logistics, spare parts procurement and future upgrades, helping the participating navies reduce duplication and improve fleet availability.
Submarine designed for northern waters
The Type 212CD is a next-generation diesel-electric attack submarine developed for missions in the Baltic Sea, North Atlantic and Arctic.
Its roles include anti-submarine warfare, anti-surface operations, intelligence gathering, special operations support and sea denial.
The 240-foot submarine displaces around 2,800 tons while submerged and can reportedly remain on missions for up to 41 days, depending on its operational profile.
Its hydrogen fuel-cell air-independent propulsion system allows it to remain submerged for extended periods while producing little noise.
Reducing the need to snorkel makes the submarine more difficult to detect during prolonged surveillance or intelligence missions. Its angular, diamond-shaped outer hull is also designed to reduce its radar signature when surfaced or operating near periscope depth.
An integrated sensor suite combines sonar arrays, optronic masts, electronic support measures and the ORCCA combat management system. Sensor fusion provides crews with a unified tactical picture while supporting coordination with other NATO naval assets.
Arctic security shapes cooperation
The expanded partnership comes as NATO places greater emphasis on protecting northern sea routes, monitoring undersea activity and securing critical infrastructure across the Arctic and North Atlantic.
Common submarines could enable the three navies to coordinate patrols, exchange operational knowledge and support one another more efficiently across these strategically important waters.
A shared design would also make joint exercises and multinational deployments easier to organize.
“The 212CD program combines cutting-edge technology with a shared security vision and will sustainably strengthen maritime cooperation within NATO,” Keupp said.
TKMS said the initiative would improve naval interoperability and strengthen maritime security.
The Kiel talks now open a more intensive phase as the partners prepare for contract negotiations and determine how the third nation will be integrated into the 212CD program.
